4S was founded in 1996 by a group of professionals who were Sai devotees with a vision to serve all people.

Welfare Homes are established by the Ministry of Social and Family Development under the provisions of the Destitute Persons Act (DPA) for the reception, care and rehabilitation of destitute persons.

The ultimate responsibility for policy making and governance over all aspects of 4S is entrusted to the Executive Committee, consisting of volunteers from multi-disciplinary fields.

The Executive Committee has set up

Two sub-committees to assist in its work, namely the Human Resource Management (HRM) Committee and the Finance Committee

The Welfare Homes Management Committee (for Acacia Home, Bukit Batok Home for the Aged, Tembusu Home at Pelangi Village and Thuja Home at Pelangi Village) and the Tembusu Eldercare Programme Management Committee (for Tembusu Eldercare Centre and Tembusu Active Ageing Centre)

The day-to-day management and operations are delegated to the Chief Executive Officer. The functioning and operation of the facility/programme are vested with a head of facility/centre who reports to the Management Committee and the Chief Executive Officer
